The goal of this project was to develop a comprehensive complex to house various Public Works departments including: Administration, Electrical, Fleet Maintenance, Streets and Sewer, and Water.

The City's Public Works functions were located on three sites, two of which are adjoining properties and the third located across the street. Design challenges include: numerous existing structures that are not earthquake code compliant, unavailability of additional adjoining properties, and the requirement for the City's functions on the existing site to remain operational during construction.

HKIT worked together with Maintenance Design Group (MDG) to orchestrate numerous workshop sessions during the programming and planning phase of this project. A typical workshop day included a 7 a.m. kick-off meeting to describe the process and get input from user groups. HKIT and MDG would stay on-site during the remainder of the day to develop design options with initial size and space concepts. An afternoon meeting with the user groups followed, to present various options, discuss the pros and cons, and select one or two alternatives to pursue. The HKIT / MDG team continued this workshop process for three days to further refine various schemes and come up with a final schematic concept.

As a result of this planning process, HKIT prepared a Design Criteria Brief to document assumptions, planning theory, planning ratios, space needs, preliminary design criteria, and cost estimate to present to the City.
